2 Florida teens accused of cat shootings after cellphone video confiscated

(CBS/AP) JACKSONVILLE, Fla. – Two Jacksonville, Fla. teens have been arrested this week after a cellphone video of cats being shot at point-blank range was confiscated by police during a drug arrest.

Mason Andrew Lanier, 18 was arrested Monday on charges of animal cruelty, criminal conspiracy, possession of marijuana with intent to sell and possessing drug paraphernalia, according to the Florida Times-Union.

Ethan Peoples, 17, was arrested Wednesday on charges of animal cruelty, reports the Times-Union.

Police say they discovered the video while arresting Lanier on drug charges. The video, which was recorded on Lanier’s cellphone, included audio of the person holding the phone saying, “Shoot him in the face.”

According to an arrest report, Lanier first told police he knew nothing about the video, claiming it was already on the phone when he bought it from the younger teen. Lanier then told officers he was filming while the other teen killed the cats, according to the report.

Lanier reportedly told police Peoples had reported a “cat problem” at a restaurant owned by a relative. According to the Times-Union, Lanier said he and Peoples trapped the cats before shooting them.

The relative who owns the restaurant has reportedly denied Peoples making any claim about a cat problem at the establishment.

Peoples has since been released to his parents, according to his attorney, the Times-Union reports. Lanier remains in jail on $113,500 bail.

For cellphone callers dialing 911, it’s location, location, location

The next time an emergency arises and you need to call 911 from your cellphone, chances are emergency personnel will locate you and respond.

The bad news? They may need your help doing so.

“When someone calls and says they are on a dirt road with a lot of trees, that’s not very helpful in a place like New Hampshire,” David Rivers, chief of operations for the statewide 911 call center, said. “We wouldn’t even know what community to contact to send services. The most important piece of information we can get from a caller is their location.”

National statistics show that almost a quarter of all American households have dropped landline phones in favor of wireless, but emergency officials caution that such a move, often made to cut household expenses, could come at the price of personal safety.

“Because the caller is not wired to a location, the 911 call does not present with a street address,” said Wanda Bowers, public information representative for the state’s Bureau of Emergency Communications and statewide 911 call center. “Instead, latitude and longitude data is provided by the cell carriers via satellites and towers. This technology isn’t perfectly accurate or consistent throughout the state.”

Bower adds: “Wired (landline) calls appear on the 911 dispatcher’s computer screen with a telephone number, street address and police, fire and EMS dispatch centers assigned to that telephone number. It happens instantly.”

Perry Plummer, head of the New Hampshire Fire Standards and Training and Emergency Medical Services Division, notes that “there aren’t GPS units in the ambulances to put coordinates into.” “Sometimes they aren’t able to get a good location on a (cellphone) caller,” he said. It doesn’t happen often, but it has happened in the past. In those cases, we send as much apparatus as we have available to the area to beginning searching.”

“Cellular technology has improved and is continually improving,” said Bowers. “All new cellphones sold in the U.S. today are capable of sending location data, latitude and longitude. Older cellphones that are not location-compatible do not send this data.”

Rivers said more and more calls are coming in from cell- phones.

“This past June, 78 percent of the calls that came in to the center came from cellphones,” said Rivers. “Last year at that time, it was 56 percent.”

In areas where cellphone reception can be considered spotty at best, calls to 911 can be bounced off several towers on their way to a dispatch center — occasionally one that’s out of state, Plummer said.

“Sometimes our 911 calls would be answered in Maine, especially ones from the south end of Dover, where the cell coverage was bad,” he said.

According to Bowers, when the state activated its 911 system in July 1995, New Hampshire had fewer than 50,000 cell- phone subscribers and Voice over Internet Provider (VoIP) technology was being offered for the first time. Sixteen years later, Bowers said wireless phones in New Hampshire outnumber wired phones nearly 2 to 1. Bowers said recent statistics show nearly 850,000 wireless phones in use in the state, compared to 450,000 landline phones, with another 150,000 residents using VoIP technology for their telephone service.

CHANDIGARH: The municipal corporation has made a detailed plan for functioning of mobile towers, installed at various community centres in city, which will do away with the problem of non-availability of signal.

A present, over dozen mobile towers are not functioning due to month-long tussle between the municipal corporation and cellular companies over issues like rent and criteria of
installation.

In a meeting of the finance and contract committee (F&CC) two days back, the committee decided to increase the annual rent of towers from Rs 1 lakh to Rs 1.75 lakh. Besides, it also decided that towers will only be installed on the ground floors of the community centres and companies will use electrical UPS for these towers instead of installing generators.

Dr A P Sanwaria, nominated councillor and member of the F&CC, said, “It has been found that various cellular companies have not been giving annual rent to the civic body since many years and now we will incur these charges in the form of the arrears.”

According to sources, the authority will have to intimate this new clause to the Punjab and Haryana high court also, as some of the cellular companies had approached to the court in this matter.

Cell phones sought for soldiers

The Beckley Area Foundation will collect “Cell Phones for Soldiers” Monday at the free Labor Day Pops Concert.

Used cell phones are collected and recycled, said Jon Calfee, co-chair of the Beckley Area Foundation’s Labor Day Concert Committee. The money raised by recycling donated phones is used to purchase calling cards for troops to call home.

Each cell phone provides one hour of talk time for a member of the armed forces, Calfee said.

Two teenagers, Amy and Robbie Bergquist, started the charity in 2004, he said.

In Beckley, the public can drop off used cell phones at Calfee Funeral Home, Raleigh County Solid Waste Authority and Rite Aid on Robert C. Byrd Drive, he said.

Just at Calfee Funeral Home, more than 15,000 minutes for troops has been raised in two years.

“We collected cell phones at the concert last year, and we had a great response,” Calfee added. “It is a great project that helps connect men and women overseas to their loved ones.”
